No, an EGR valve is used to allow a measured amount of exhaust gas into the intake to dilute the incoming air/fuel mixture, lowering combustion temperatures, and thereby reducing oxides of nitrogen. Oxides of Nitrogen + Hydrocarbons + Sunlight = Smog.
Since exhaust gas is inert, (doesn't burn and won't react as nitrogen in this case), it is perfect for this use. It's also the reason that this idea would never work.
