I guess the question is whether using nail polish is strictly a feminine activity. Does said man use nail polish in order to exhibit feminine qualities?
I would say that your hypothetical friend is only a transvestite if the goal is to be more feminine. If he simply likes shiny colors, etc, then that's not being a transvestite. Maybe a little weird, but not transvestite/ transgender.
