Ok.. since you paid for the PENSKE insurance, I'd let them handle it. That's what you paid them for (my bad, I thought you were using your own personal insurance company in my reply before.)
It will not affect his insurance and you won't be further out of pocket yourself.
I dunno why the guy is gripin' about getting $75 directly... unless he planned to fix his vehicle himself and pocket the difference in the repair.
