Yup, No Fail is selectable by default.
When one of your bandmates gets close to failing, their bar will still flash red, but if they fail completely it doesn't fail out.
Also, if you don't have all the songs unlocked yet, go to the Options menu and enter this code: Red, Yellow, Blue, Red, Red, Blue, Blue, Red, Yellow, Blue. That will allow you to unlock all the songs (though as with No Fail mode, Achievements are disabled).
