It is usually a beef based broth (although, I have seen Pho Ga [chicken based broth] and Vegetarian [blah!] based broth) with rice noodles, onion, and beef (you can usually choose the type of cut to a certain degree). You can then add lime, thai basil, hoisin, sriracha, and/or, sometimes, an asian herb that tastes very similar to cilantro (I don't know what it is called).
BTW - it is spelled pho with an umlaut over the "o" so the "o" is prounounced like an "a".
