How's that for a non-answer. My best guess is they are trying to cover their legal butts. Dell lost my business recently when I purchased a Canon GL2 camcorder ($2,000+) because they charged sales tax, and Buy.com did not. Dell actually had a better price, but after the tax, buy.com was better.
