It really matters. Force Fed engines typically gain much more from this than normally aspirated ones. Also, the gain is more in the mid and high end of the rpm range, not really the low end.
BTW, oiled foam filters much better than oiled paper. The standard paper filter still filters the best though. HOWEVER, keep in mind, this difference is very slight over the life of the car.
