Last year I took advantage of Time Warner Cable's "$19.99 for the first 6 months" promotion and cancelled at the end of the promotional period. They have a new promotion going on now. Will I be able to sign up for that again, or are these deals only for first-time customers?

I think most of the time the fine print says something like "Must not have been a cable customer in the last three months."

When Comcast does these promotions, they are specified as for first-time customers only. Of course, what defines "first time" might vary from company to company. I would guess that they have some sort of specification ("...must not have been a XYZ customer withing the preivous 24 months....") tied to the promotion, but you might have to call them to find out what their limits are.
I have heard of many long-time Comcast customers getting in on "new customer" promotions (their current cable internet deal is $19.95 per month for the first six months) by calling up and threatening to discontinue their service.
