Question about the CItibank credit card offer

Hope I'm posting in the right place.. I applied one of the Citibank credit cards that was on the front page yesterday.. Got approved.. The reason I applied to this credit card was to transfer balances from another account. BUT, I don't know how to do it now.. No emails sent; I can't login to their online banking web site probably because it takes some time to activate.. And I'm not very eager about calling them since I'm not in US right now.. Does anybody know how long it takes until I can log in their web site and transfer balances from there?

Also, it says in the details that the transfer fee is 0% (otherwise 3%) if you transfer balances in response to this offer.. What does this mean actually? In the application process I haven't seen any forms related to transfering balances..

I called them.. It seems I have to wait until I receive the card in the mail.. At least this is what they told me..

could you tell me which card it was that you applied for? if you'd like, you can PM me. the reason i ask is because from what i remember, all of the cards had a page where you could fill in the information for the transfer of balances.

if one of them didn't (or if they're starting to change them), we need to make a note of that.
