Often two at a time, black colored and hard enough to make that quick "bump" when you drive over them. What is their purpose?

traffic volume studies.
:stupid: I think the data gets used for street light optimization, how offen to do street repairs, etc. I've always wondered why they couldn't just tap the inductance loops that are underground for data.
traffic volume studies. back in new jersey they use to lay these things out on the highway to determine if they wanted to increase the speed limit on certain stretches.
out here in california they have them everywhere.
