Ok, actually kind of a two-parter:
Are the USB ports on the xbox/hd dvd drive always powered, or just when the xbox is on?
Anyone know of a cheaper source for something like this:

I realize I'll save $14k buying it, but it's still a bit expensive :)
I'm looking at putting the xbox into an enclosed area, and given the xbox's problems with heat, I'd like to mount a couple of fans (1 in, 1 out) to help with that. If I can use the USB ports on the xbox it's even better.
