Would you buy one?

Why not? Newegg has good customer service and a good return policy.

I think it would be ok. Everything i have gotten there has been nice, and they are very polite and helpful. I think their return policy is one of the best.
So i would support it if its a way better deal. if its 5 bucks difference from open to closed, then i might just pay the 5 bucks...

I had heard once that NewEgg does not always test products that are returned to them. Just be sure that you install and test it yourself within the fifteen days they allow you to return it. As you know. NewEgg customer service rocks. Now Frys I would not buy open box from.

Yeah, I'd be more concerned about a place like Fry's where you might get a different piece of equipment than you were expecting - like if some idiot buys an 8800GT and returns it with an 8600 in the box.
But I've purchased Newegg refurb before & never had a problem.

my last motherboard was fished out of a store that was flooded from hurricane Katrina. had water stains on it and everything. Worked great.

No since Newegg states that no accessories come with the motherboard.

Does that mean no manual or drivers too?

They always say that open box may not include all accesories or software but that does not mean it will not be included- it just depends on if the person who returned it in the first place included them.
If not, you should be able to find a manual and drivers at the manufacturer's site.
