1) I replaced an antiquated brass chandelier with a more modern one, but the top of the new one has a smaller ceiling footprint than the old one... here's the problem:

How do I get rid of that nasty ring, and the rough cutout part that's not covered up?
- Sand it down? (but then there'd be an empty ring)
- Find a hardware "ring" to put around it? (do they exist?)
- Caulk around it?

2) I wonder how many GA'ers are interested in DIY/Home Improvement things - maybe a sub-forum under Softer Side (even though it's HARDware baby!)?

I'm surprised that the new chandelier didn't come with a ceiling plate to cover that area. That would be the most likely solution, but I don't know if you would find a "generic" plate that would be the exact size for your fixture.

or one maybe even a bit bigger as long as it covers

are you any good with drywall? they sell little screens that you could put over the hole, leave a small hole, and then cover the screen with mud. sand and then paint to match the rest of the ceiling. install new fixture.

Go to the ceiling fan section at Home Depot and look at their selection of ceiling medallions. They sell plain and decorative medallions.
