Getting your car detailed can work. The longer they are there the harder it is though.

Unless the spots have etched into the paint or glass, (really hard water), try Duragloss.

Otherwise you'll need a polishing compound.

I've heard of a 50/50 mix of distilled water and white vinegar works, but you need to catch the spots as soon as possible and may need to wax after.

Washing and scrubbing the spots alone won't get rid of them.

Hope this helps.

I hope your wax is up to date. A little prevention helps.
A clay bar will make quick work of the spots.
A mild polish should be able to get rid of them. Try black magic

Do things in order of safest to riskiest. Claybar is pretty safe, it's what I would reach for first for the paint. Rubbing compound is the harshest thing I would take to my own cars. For the glass a cleaner/polisher with a real fine suspended grit should make quick work of it. I'm partial to Zaino products. Not sure if they're the best, but they work great and I've never felt the need to switch.

1. Wash and dry car
2. Clay bar car
3. Wax car

I am a fan of the Meguiar's line of products.
