This power supply states that it will not support Quad Core CPUs.

450W is pretty "light in the @ss" for a PSU these days...
I'd think you'd need a bit more beef to run a Quad Core CPU and a decent video card.
Personally, I run a 750W PSU with my Quad.... PC Power and Cooling 750 Silencer.

That's weird, because I have a 400 watt P.S. with my Quad Core and I don't have any problems. Of course, it's a mediocre video card.

That would do it -- once you start going with even a midrange video card (Radeon HD4850, nVidia Geforce 9800GTX+ or 260) you'll start hitting a brick wall at 400w (technically the system will draw a bit under 400w under load, but you never want to be running at maximum load for an extended period of time.

if its a unit with a lot of case fans, a upper range video card, and heavy duty cpu cooler .you never want to be using a lower power power supply. this is one area factory built computers for the most part cut corners. then when you try to upgrade if they even have the capability's to handle a extra hard drive (just a example) people find there screwed. they find there no extra power plugs or the units ps units seem to go bad after a couple of weeks or so later.ask your self this question why do most custom after market cases you buy .not supply a power supply when you order them . sure some you can add one for a upcharge.
but most premium computer cases do not come with power supplys. factory. a reseller may add one. but a good power supply can cost you more then the price of a case. and power supply's are like a Chevy's to a caddy. the more you pay the more you exspect .
