Cup Size Conspiracy

A flat chested friend of mine found out she's a D cup. In her dreams I said to myself. My lovely wife just came back with her new measurement. No way is she a 36-H. H as in HUUUUUUGE!! I certainly haven't felt a diff from DD to H. Is there a trend where a size 10 before is called a size 8 now with dresses but now an A cup is now called a D and so forth? I think the companies are trying to charge more for the additional material when nothing has changed boobie size wise, just how they label said boobie.
