I believe I have received the refund awhile back. Forgot the reason behind this.

The refund came to people who initially registered their cars last year. Not everyone got one, but everyone I know who bought a car last year got one.

Was it the smog impact fee refund? For years, Cali was charging people who had cars not made for California driving a $300(?) Smog Impact Fee even if they weren't any more polluting than cars made for California driving. Anyway, the courts ruled that it was illegal and forced California to repay all of the Smog Impact Fees the collected . . . plus interest . . . so I got a $400 check from them over the Summer . . .

Yeah, I believe it's something relates to smog check or something. Also I bought a car last year. These may explain why. [shrug]

I got a $450 refund from the Smog Impact Fee. $300 for when they charged the fee (back in '96) and $150 in interest and penalties.
I knew that fee was bull when I paid it and I'm glad I got my money back.
Hooray for the U.S. Constitution!

How far does the refund go back? My dad paid the Smog Impact Fee back in '91 when we moved from Chicago.
But I suppose having moved three times after arriving in California, it'll take them another 15 years to track down our "new" address. Stupid DMV...

Go to the DMV web site. http://www.dmv.ca.gov There's all kinds of information and a from you can fill out to apply for the refund.
10 years of interest should make for a healthy lump of dough!

There are two types of DMV refunds
The first is the smog impact fee rebate
It is a refund of the $300 fee charged to people moving to California who had cars with non-California emissions (so-called 49-states emissions).
The other refund is a partial refund of the VLF (vehicle license fee). Due to California's budget surplus, Gray Davis (our Governor) and our Legislature decided to refund a portion of the VLF fee. I am not 100% sure of the percentage, but I believe it is 32.5% of the VLF.

Huh??? Gray Davis signed the bill to increase the VLF by 200%. Pete Wilson was the one who reduced the VLF back in 1999. Arnold took office in November and reduced it by 67%.
