Military or tactical games for PS/PS2

I want to get my bro a new game as a gift. He just got PS2, so it can be either/or. Can anyone recommend a military or tactical game? To give you an idea of what I'd like to get, he has "Metal Gear Solid", "Medal of Honor I and II", "Syphon Filter (?)" and all the...the popular one with the zombies.

Resident Evil...couldn't think of the name.

Right now there isn't much to choose from in that kind of game. Winback just came out and it is like Metal Gear Solid but it has been getting low ratings.

This summer Resident Evil Code Veronica and Half-Life are coming out but Metal Gear Solid 2 won't hit shelves till around Christmas time.
