If you are unsure, then perhaps we should sponsor some education through the UN. If you do, then I suggest that everyone on this planet be given this handy-dandy flowsheet:

If AvailableToYou (otheritems) > RequirementsOfFamily (otheritems)
If Parents > 1 and homelife >= "stable"

Then CanMakeAnotherBaby = "yes"
Else

CanMakeAnotherBaby = "no" and FreeBirthControl = "yes"

If MadeAnotherBaby = "yes" and "CanMakeAnotherBaby" = "no" then SupportFromGovernment = "No"

I think this solves the problem. At least it did somewhat in the US where welfare payments were not increased if you had additional kids.

One thing I don't get though. I can see hungry families in the US having more kids because of the welfare thing, but in other countries if you're starving, who would really be in the mood to have sex? I may be wierd but if I was hungry, I would be concerned with getting food, not boinking my significant other.
