It's much more expensive to deal with things on a case by case method. It's cheaper to take the loss on a few items than try to maintain a more complicated oversight system. It's just part of the cost of doing business.
I also doubt Dell pays full price for shipping, more than likely the clerk broke policy and used the wrong shipping method. But mistakes happen.

and i was sure that the answer would be "the US Gov't"...but i guess they would spend the 26 dollars for the screw and spend 40 grand giving it an armed faction to protect it on it's way to the federal building.
