It's much more expensive to deal with things on a case by case method. It's cheaper to take the loss on a few items than try to maintain a more complicated oversight system. It's just part of the cost of doing business.
I also doubt Dell pays full price for shipping, more than likely the clerk broke policy and used the wrong shipping method. But mistakes happen.

They would ship 50 lb bags of dog food for free and wouldn't even bill for the food if you had a $25 off $25 coupon.

Webvan also used to be in the free delivery business.

and i was sure that the answer would be "the US Gov't"...but i guess they would spend the 26 dollars for the screw and spend 40 grand giving it an armed faction to protect it on it's way to the federal building.
