Calgary, Alberta; Canada (potential $100,000 winner)
I'm guessing these are the ones that have already given the money away (though it sure would make for some good business in those cities if it wasn't :) ). So that means there are two more $100,000 winners to go, as there are supposed to be 10 of those per day. (bet the last two are west coast)
Just out of curiosity, did anybody visit a McD's in any of these cities today?

heck, i've done soil surveys in every county in the state, and i've never even HEARD of wheeling IL. must be really small.

I would suggest that McDonalds is going to be racist in their giveaways.
I bet there will be no $1 million winners in Puerto Rico or Guam where they are almost guaranteed an ethnic winner.
I would however expect several big winners in the South where they are likely to go to a redneck.
But then again, maybe I'm wrong...

Assuming the ratio of people to McDonald's restaurants is constant, you should be able to use population to determine probabilities of winning prizes (or not winning prizes) in a given area. There are 60,000 people in Saipan, 70,000 in Aruba, 120,000 in the Virgin Islands, 150,000 in Guam, 150,000 in Curacao, 300,000 in the Bahamas, 450,000 in Suriname, 1 million in Trinidad, and 4 million in Puerto Rico, which makes for about 6.15 million people total. There are about 32 million people in Canada and about 280 million in the States.
With 55 prizes, a perfectly random selection of locations would produce 48.4 winners in the United States, 5.5 winners in Canada, and 1.1 winners among the other countries/territories. So there should be a winner outside of the US & Canada. That's in a perfect world. There's still a 34% chance that all the winners will be exclusively from the US & Canada (& a 50/50 chance Puerto Rico won't see a winner, & 97% for Guam). We're talkin' better than 1 in 3 that your racist prophecy comes true. I don't think we should be shocked or claim some kind of conspiracy if it happens.
And no winners outside of the States and Canada would certainly not be evidence enough to claim it isn't random. Now if there were no winners in Canada (0.29%) or say, California (0.20%), then you might have a case.
I would however expect several big winners in the South where they are likely to go to a redneck.
I would expect several winners from the south as well. Just as I would expect several from California and several from the Northeast. Why? Because lots of people live there! You're not exactly going out on a limb here.

It's a suburb/portion of Chicago. I'm guessing it's rarely "called" Wheeling, probably more often just Chicago.

Thanks. I've read many of the discussions TLG has been a part of and I knew if I was going to contradict him, I'd better have hard evidence, lest I get flamed into the ground.
