"Ebay Stores" is an online store, like Amazon ZShops.

it allows sellers to either offer fixed price goods or consolidate auction listings.

They do not own, nor to they plan to own any Brick & Mortar stores. (In fact, they have closed the physical locations of several places they purchased)

As far as Ebay referring to "East Bay", I actually know Pierre who founded EBay and his claim was that it stood for "E(lectronic)Bay(area)"
