Im looking to get it for a friend as an x-mas gift

Sadly I haven't a clue where to look. I'll ask my brother (whom I call the "anime Guru") what he thinks. So far he has a few cels:

- Akari & Ichino (Battle Athletes)
- Nuku-Nuku (sp?) (All Purpose Cat Guru Nuku Nuku)
- Lee, from CCS (Sakura's rival).

...I think he has one more but I forgot.

there are ppl who sell on ebay through an "ebay store" ... and there are some anime stores... i would email the owners of all the anime stores you find and see if they could help you track one down. for example:
