I bought the Leadtek Geforce 2 Pro for that reason. I ended up getting a standalone DVD changer later on and there is a world of difference. Windows looks like crap, but the DVD's were OK, nothing like the monitor can do. I thought it was partially due to my old hand me down TV.
The video quality just isnt like it could be. Biggest complaint I have though was the lack of a remote control for the DVD drive.
ATI Radeons have the best dvd playback and tv output.

WE do that regularly here in my room. My roommate has a Matrox card with dual heads and we hook it up permanently. It looks good. The card came with an adapter to RCA cables so we just connect it to the VCR. Our VCR has no S-VHS input but if it did, that card has a S-VHS out. I recommend it if you can't afford a DVD player.

That's what I have it works like a charm. I bought it for like $100 from ComputerGeeks.com. Although it doesn't allow you to use your TV as a monitor, which is a good thing since the resolution is too low on conventional TV's to read anything.
