broadband speed problems

Could use some help on possible solutions and reasons why this is happening. In my uncles office, he has a broadband connection but when on the internet, he always experiences horrendous slow dialup speeds while everyone else in his office has broadband speeds. What could be causing this and what could he look at?

Whats the exact setup? Hub? Router? How many other users? What type of lan is it? Basically give us allllllll the info you can and some.
