Bell Atlantic offers DSL in my area for $49.95 a month is there any cheap rates by other providers? any of them give you free modem or modem that cost less than $100?

Ya, like Tong said just use DSLreports.com to check availability. It is the essential dsl site for availability, prices, and you can even order through them from any company that provides dsl--very handy.
