No, Taiwan is not like most Asian countries where you are expected to haggle wherever you go. You go to the super ghetto places, you can haggle and maybe get a better price. Which is the same in the U.S., downtown LA etc... You go to the department stores and botique shops, please, no. Haggling does jack squat. I don't think the pretty girl behind the Jcrew counter will drop your jacket a C-note if you "haggle" with her.

As for the currency, just find the excange rate. Then work out how much $1, $10, and $100 works out to. Keep that in your head while looking at prices. It's not that hard.

I believe its roughly 36NT for every 1 US dollar. Its somewhere around that range.
