need some help with image editing

what program could i use that could select a square, circle, or an ellipse border around a picture and fade the outside to white or any other color? also how would i go about doing it in the program? i have photoshop and paintshop pro but i cant seem to find it in there.

Photoshop can do it.
Make a New Layer and Fill it with your choice of color.
Then make your selection and cut it out.
Final Step is to put a gausian (check spelling) blur on it to your choice.
