CRT display means that there is a beam of electrons being thrown at the display surface. It is the phosphors on the surface that glow with differing intensities (there are R,G, and B phosphors) when hit with said electrons. So you're not really feeling cathode "rays". your eye is visually perceiving the light given off by the phorphors.
I hope that can explain some of your ?, given the banner no longer shows up for me to definitively help you.
