I am new to the site, and do not know anything about webcert. What it is, or how it works?

works like a credit card but you can add funds to it, etc. you get a free $5 your first time but you cannot use a free email address.

I am not really sure if they send out the $5.00 ones anymore. Everytime I try to get one to any e-mail address, nothing ever comes. Try http://www.ecount.com . They own webcertificate and do the same sort of thing, but are giving $10.00 when you sign up for their free service. Plus, they do not charge anything to add or withdrawl money.

Could a webcert be used for Atlantic Interbet? I would like to use multiple accounts, but don't have more than one credit card.

Webcertificate.com sent me and each of my referrals $5 when I signed up two days ago. One the other hand, I have yet to receive anything from ecount.com. Not even a confirmation email. Oh well.
