How about this GeForce2 GTS 32MB DDR 4X AGP Video Card w/S-Video Out (http://www.compgeeks.com/details.asp?invtid=5065) from Computer Geeks? As far as I know, 800x600 is as high as TV-out goes. For the most part, TV-out quality on video cards is mediocre. That is, it'll do the job but you're probably not going to be impressed by it.
Also, don't expect to be able to be able to read the text in Windows. You'll definitely want to launch any programs using a normal monitor before switching the output to the TV. Good luck. :)

I would get the GF2 GTS. Its what I have, but I bought mine 2 years ago.
