I need a cheap DVD player that plays SVCD

okay, well, i need a DVD player that can play SVCD's and is able to be region free. I ordered some DVD's that are Region 0 (i believe that's what it's called that can be played anywhere), but my DVD player doesn't support it. Also, i got some SVCD's that are nice and wonderful, but i'm really tired of watching them on my computer. I have a nice DVD player which plays great so i just want something cheap that can play SVCD's and is hackable i guess.

Any ideas? I was looking at teh Apex AD-1500 is that a good one?
