Let's say you take an old PII-350, add an ATA-100 RAID controller and a couple 7200rpm drives. Performance-wise, how would this compare to the on-board (slower) IDE controller with a single 7200rpm drive?

well it should be over twice as fast due to the slower IDE on the MB

its really dependant on the hard drives, if say you had 2 of those nice 120gb 8mb jobs on RAID 0 they would kick that crap out of its already fast on a normal ide line preformance.

I have not found that "twice as fast" thing to be true. My data on my RAID array:

Two 7200 40G drives:

Separate:
28000-29000 kpbs each in Sandra.
in RAID 0, 16K stripe: 34000-36000 kpbs in same test in Sandra.

Its likely that 350Mhz system is running ATA-33.

ATA-100 is the theoretical burst rate speed which won't ever be reached.
