I have a gainward Geforce 4 TI4400 and I'm trying to get Video In to work. I have video out working.

I'm using the software that Gainward provided, InterVideo WinProducer. It can record from a feed, but it doesn't detect the video in signal. Any ideas?

Are you using the right cable? Other than that, some VIVO cards have a toggle in the display-advanced control panel that switches the video connector from out to in. Finally, have the video device on and sending a signal and reboot your comp.
