I've been thinking about this a little. UT moves really fast. I've found that I can kick butt in CTF games, where the only weapon is the enhanced shock rifle, in deathmatches, sometime I do great and sometimes I stink.
I have determined it to be...rhythm. Learning a weapon's rate of fire is and where the other player will be when you fire, helps alot.
Oh...ping time helps too. ;)

Have you played the one player bot-based game? It ramps up the difficulty gradually...it may help.

Each weapon is different, so make sure you use them all to get a feel for them. Also, you will likely die before you run out of ammo, so it's usually a better approach to shoot like a madman rather than relying on a more conservitve, accurate approach (unless you're sniping).
Also, the multi-kill is a good way of racking up points - usually attainable only with the Redeemer - by launching into a group of players.
With big weapons like the Redeemer & the rocket launcher, aim for the player's feet rather than their body - the splash damage is almost as lethal as a direct hit, and you're much more likely to injure them.
Also, read all of these tips - http://www.unrealtournament.com/global/tips.html
I used to play UT almost daily at work back in the good 'ol .com days. It's still one of my favorites. I've gotta say that I'm pretty excited for the next version! (http://www.unrealtournament2003.com/)
