what makes a nokia 8290 vibtare
the phone or the battery?

the phone. the 8200 series use a compact battery instead of the combo packs like the 51xx/61xx did.

There is a little motor inside the phone that causes the vibration.

another question
i got a plan with cingular and they had 2 options
1- a free refurbished 8290
2- free 3390

well i got the 8290 and it works fine, just has some minor damages on the sides. (like scratches)
do you think i should go for the 3390 or keep this one ?

id stick with the 8290 if you like it small and the buttons are big enough. i was playing with a friends adn found the buttons to be a little small, but i like the size over teh 3390. its all up to you. if it works fine, great. you can always buy new cases.

I'd go with the 3390. It's much more durable than the 8290. It also has much better reception. I'm surprised the store you went to isn't offering a free Nokia 3395 (Upgraded version of 3390).
