Is there a setting that I don't know about that is preventing me from linking from Outlook Express and every website that I go to?
When I click the mouse over the underlined link, the globe keeps turning and turning, but never hooks up.

Try going into add/remove programs in the control panel, then double clicking on Internet Explorer, then the option to repair internet explorer. I'm just assuming that is what you're using. Hope it works...:)

I tried the repair thing and I got an error that an old DLL didn't correspond to a later version of IE.
Should I download the latest version of IE, which will take forever or a patch, or re-install IE from my Win98 disc?

Well I guess you could start with getting it from your disk. You should probably uninstall it first. And then if you're still having problems download a patch and if still problem download latest version. it. Good luck.:)

I downloaded IE 6.0 from Microsoft and I still had the problem.
It just so happens that a reader in the latest edition of Computer Shopper had the same problem. To make a long story short, I checked a URL setting under Tools from Windows Explorer. I had duplicate files for HyperText Tranfer Protocol in "Application". I deleted one of them and now I have no problem.
Thanks for the help.

Update: every time I turn the computer, it adds the same URL and I have the same problem.
Maybe it's because I didn't delete the old version of IE before I downloaded IE 6.0.
