I'm getting this message. it came out of the blue.. i'm not on any webpage that i haven't been on before.. and this popped up.. is this legit? wtf?!

and can someone tell me a simple solution? oh.. this occured right after i plugged in my dsl connection directly into my computer.. instead of through the router first..
I have gotten a similar kind of message that looks exactly the same except the message was an advertisement.

this is probably just an ad. windows isnt going around looking for your bank account statements or cc info. this is just an ad from the sellers of epc protector.
there are 3 simple solutions for it

use your router
disable windows messenger service (not msn messenger)
use a software firewall such as zone alarm

disabling windows messenger is the best option I think.. I have a hardware firewall (basic LinkSys router) and have Norton Firewall installed (only because it came with my motherboard), but am thinking of removing it due to the fact that the less programs that are installed on my computer.. the better (i'm still stuck with a 5400rpm HD and don't need all this crap installed and/or running in the background..
Plus, stopping the messenger service (and all the other services you don't use/need will speed up the boot process and increase performance.. well not by much, but by a little bit)
I got my xp2000+ with windows XP to boot in just about 20 seconds just by stopping about every service in the list (well the ones I know I won't need)
Pretty nice..

those are ads, dont worry. The firewall blocks it because Messenger grabs a specific port, and the firewall blocks that. I always get this sort of crap on my machine at work, but its not possible to filter "good" (Company) messages vs. outside ads.

Can you just activate the firewall that comes w/ Windows XP?

yes that will work. It blocks port 5060, the Windows messenger service.
