SCSI question....

DO scsi auto rest?
I mean I plug in an HP scanner it drop the bus speed of the LVD to 40MB. When I dissconnect and restart the computer the bus is still 40MB and not the 80MB. I have to unplug the SCSI card and power it on and then off and plug the SCSI card in for it to go back to the 80MB.

I've seen this with a CDRom drive, but it was like four years ago. I imagine something is not setup correctly on the controller card.
