It's a binary/decimal hybrid clock. You can count the seconds on the last two columns. So take the bottom right as the ones place the one above it as the two's place and so forth. Add up the different places on the clock 1001 would be 8+1=9 seconds. I know most of you know binary so sorry for the reveiw but I wanted to help out a couple of the Si challenged. Oddly enough each column only goes up to 9 (rather than 15) So each column gives you one decimal digit. The next two columns give you minutes and so forth.
