Finally! A question about football games! I'm pretty much the expert in that since I usually buy like 3-4 football games a year.
On the PS2, you have many choices. Actually you have all the choices since only two games are single platform (the rest are on all three) and that's 989's Gameday, which I won't talk about here since it sucks, and Fever.
So you have Madden 2003, NFL 2K3, NCAA Football 2003, and College Football 2K3.
I personally like Madden over NFL 2K3. Madden has a better pace to it than NFL 2K3. Everything is deliberate and you never feel out of control. 2K3, meanwhile, has a faster game speed so sometimes you will run a runnning play and not know what happened as you get tackled somewhere. Madden's passing and running games are fairly well balanced, while NFL 2K3 relies on passing much more. The playcalling in Madden is more straight forward, as it uses a more conventional nomenclature than 2K3 like Nickel, Dime, Trips, Shotgun, etc. I really couldn't understand the 2K3 naming of their formations. Finally, I like the way players move in Madden than in 2k3. Again, you feel like you have more control over them than in 2k3.
That's just my opinion though.

Madden 2k3 is by far the best football game I've ever played. Now if you have a PC, you can actually design your own team helmet & uniform, stadium, etc... Pretty sweet if you ask me.
I also agree that the passing and running are fairly balanced. HOWEVER, the computer does have the tendency "cheat" a little bit when they pass. I play it on All Pro mode right now. Haven't quite mastered it yet so I can't move on to All Madden.

Dude...you guys left off Blitz, the only football gtame that is actually worth playing. All of the rest of the games just move so slowly and have so much downtime between plays that Blitz is like a pillar of light shining through an otherwise dim and dismal clouded world.

Bah. Blitz is fun, but it's a purely unrealistic football game. If you want simulation of a real NFL season, Madden or NFL 2K3 is it.
But yeah, I forgot Blitz, but it's not the "only football game that is actually worth playing."

I agree. I didn't forget it. I just don't consider NFL BLitz a true football game. Its an arcade game basically.

what's the game play or difficulty on Madden? i had asked a friend about it and he said it's a little confusing sine u have to use r1 or L2 and other buttons at the same time to do some of the moves.

I honestly think it's easier to learn to play Madden than NFL2K3. The controls are fairly straight forward. There ARE a lot of different buttons, just like any sport game, but after a while it becomes second nature. I think the only time you have to hit two buttons at once is when you want to juke or stiff arm when you're hitting the "turbo" button. Other than that, you shouldn't be hitting multiple buttons...Jihforce can correct me if I'm wrong.

I bet you can find madden for that much, since the football season is over. It's not a greatest hit, but it should be cheap
PC version at eb is $30

If you look around more you can find the PS2 version for decently cheap.
