I'm trying to get it to not boot any programs when I start up.
The start up folder is empty, all my programs that have the option to start at windows boot are disabled, yet Norton always loads at start up even though i have it set not to. I know there is a way to pick what starts up in Administrative Tools, but I don't know where. Any help would be appreciated. If damn norton would stop starting at boot up I would be much pleased.
shouldn't you be able to disable it as a service, in the control panel?

Thats what I'm asking. I've looked around and I can't find it.

Right click on My Computer, select Manage, then Services and Applications, then [Services]. In there you should be able to set all the Norton startups to Disable through Property.

If you have the Norton AntiVirus protection icon in the system tray, right click and select Configure Norton AntiVirus. In there you could disable the auto-protect, start auto-protect, and show auto-protect icon in tray. Hope this helps!

It might be starting up from the registry. Try using "msconfig" and disable the things that you do not want to startup at boot.
Start->Run msconfig
