I burned 740mb in a 700mb cdr, its home video in svcd format. The whole video runs in my DVD player, but my pc doesnt even run the file for some reason it says the size of the burned disc is 600kb???
when its 740mb. Do i need some software or something to run overburned discs?

You should be able to burn up to an 800MB SVCD format file without it being considered an overburn. So most cd-rom dirves should have no problem reading it. Have you tried it in other computers?
I have had that same problem happen to me with my 48x burner when burning at max speed. Worked in DVD player and other cd-rom drive but would not read correctly in the drive I burned it in. If I burned at 40x it I solved the problem. It could also be the blank media that I was using even though it was rated for 48x.
