i tried running a tracert to www.hotmail.com and i'm timing out on hops 12, 13, 14, 15, etc. I'm making it to msn.net backbone, but can't get further from there.

However, the website does work for me.

lilbigblue, I think when you stop getting the hops is when you hit their firewall. My last hop was to 207.46.33.45.
