Banner creation software? (not web banner)

The older versions of printshop did that. I can't imagine the newer versions would get rid of that feature. I think the newest version is something like 15 or 16. I bet you could get a version a year or two older for nearly nothing off ebay or half.com

I was looking for a program that was in the area of...free. :P
