I just called Qwest to get telephone and DSL service for my new apartment. When I told them I wouldn't be needing long distance service on the phone line, they informed me there would be a $2/month charge to NOT have long distance service.

Again, $2/month to NOT get long distance.

How the HELL can they charge me money for a service they won't be providing?

just like cable internet, i would pay more for cable internet by itself, than cable internet plus basic cable
