what is the best cooling system for an AMD chipset.

How much you willing to spend? And is it really for the chipset (such as nvidia nforce2 or via kt400/600) or the cpu?

around $50 or less if possible. basically if for the cpu so I can keep a low temp.

I tend to use the fan that comes with the CPU to keep it cool :shrug:
