What are these mysterious private forums? Who is James and Jozak, the topic starters or admins to the forum? Why cant I get in?

Anyways-please tell me what these forums are somebody? Also, I have seen this same exact style forum on other sites too. SAME EXACT STYLE, color, lettering and everything. Must be popular Software for site ops.
