Do cpu fans blow air into or suck air away from the cpu?

In almost every case they should be blowing air down (into the heatsink). But I have heard of some people who run them the other way.

I thought the fan on heatsink sucks air out. Dell computers are passive cool (no fan on heatsink) but there are case fan and duct to suck the hot air out.

On an older P4 that I used to overclock, I removed the chipset fan (noisy) and allowed the CPU fan's airflow (down) to blow over it. Worked pretty well.
a more descriptive title for this thread would be:
"Suck or Blow?"
