I think all R9600XTs are the same (speed wise) wherether they are OEM or retail.

Powered by ATI cards are perform the same if not better (sometimes) comparing to those built-by ATI cards.

never tried overclocking, so I don't know the answer to that one. However, that card does support ATI's sanctioned overclocking called Overdrive. Just download the card's latest drivers. It's in an advanced setting somewhere.

Let me know how stable the card is. I may want to OC in the future.
